Close all instances of chrome again, and find your way back to C:\Users\"UserName"\AppData\Local\Google\Chrome\User Data -> find the 'default' folder -> delete any existing 'bookmarks' and 'bookmarks.bak' files there, and copy paste the ones from your backup (located in the default folder as well) straight over into the folder.

Start a fresh chrome tab - to see if it resolved the issue.

Close all instances of chrome, delete the original folder (might have to restart as well here, haven't tested).

Make a backup of the user data (copy+paste the folder to your desktop).
